Create a directory/folder named “Profile0” in the game’s installation folder (typically C:Program FilesCodemastersPerimeterResourceSaves). After that, make a .txt file named data. Don’t make the extension .txt, just name it data. Copy and paste it in the same place where you made the Profile0 folder.
Copy and paste this in the data file:

difficulty=1
When you enter the game all levels will be unlocked to you.
